PayPal requires products to be shipped to the confirmed address in order to enjoy the PayPal protection policy, we follow all the policies and rules of E bay and PayPal alike, we of COURSE expect our customers to uphold these rules and guidelines as well.  This is not our rule, it is Paypals rule, we follow them exactly.  These rules were put in place by PayPal to protect both buyer and seller.

 

Why does PayPal have the protection policy?

"To increase the safety of transactions and protect sellers and buyers, PayPal now prompts buyers to provide sellers with their credit card billing address when making a purchase. This new security measure allows sellers to ship to a confirmed billing address and thus reduce risk. A seller should not accept payment for a transaction that may seem risky because the buyer has refused to provide a billing address or has asked products to be sent to an address other than a verified address, sellers will be required to ship only to a buyer's billing address to qualify for protection under the Protection Policy; sellers who choose not to ship to this address will be liable for any chargebacks. "

 

Again, we follow the PayPal protection policy without exception.  If you would like goods sent to another address other than the confirmed address on file with PayPal, you will need to confirm the address you would like the goods sent to before sending PayPal payment, or you will need to send a mail payment.  We can ship to any physical USA address with a mail payment you like.  Most of Chapmansltplus.com's products are too large to ship Post office.

 

Below is the PayPal Protection Policy,  their are 6 rules set forth by PayPal, if they are followed, PayPal protects both buyer and seller for up to $5,000 per year.   Both buyers and sellers alike are embracing these new rules by PayPal.  I think every one using the online environment knew something like this would have to happen to make online trading safe fair and equitable for both buyer and seller.  PayPal has done it.  

 

PAYPAL PROTECTION POLICY RULES/POLICY:

 

They are: 
1. Be a Verified Premier or Verified Business Account (U.S.)
Verification is a positive signal to your buyer and to the PayPal community. By using the Verification System, PayPal reduces the risk that a Seller is not legitimate. Dishonest Sellers damage both the PayPal community and the online community in general.
2. Ship to the Buyer's Confirmed Address
PayPal prompts buyers to provide sellers with a Confirmed Address (A buyer's Confirmed Address is checked against the credit card billing address maintained by his or her credit card company. By shipping to this address, you reduce the risk that your buyer is using a stolen credit card. (Fraudulent buyers sometimes enter the real billing address of that card to pass the address verification check but try to get you to ship to an address where they can receive shipment.) Sellers must ship to the Confirmed Address!)
3. Retain reasonable proof-of-shipment that can be tracked online
Always keep proof that you did indeed honor the payment and made the shipment to the Confirmed Address. Most U.S. carrier companies offer this service, including the U.S. Postal Service. You will be required to provide a copy of this shipment record in cases of disputes. The tracking documentation must show that you shipped to the Confirmed Address.
4. Ship tangible goods
Since comparable widely-accepted proof-of-shipment methods are not currently available for intangible goods and services, we are currently unable to offer Seller Protection for digital goods and other electronically-delivered items.
5. Only accept single payments from single PayPal accounts
Payments by a buyer from multiple accounts for a single item are a fraud indicator. Under no circumstances should you accept these payments. Acceptance of these payments will result in loss of protection under this Policy and possible termination of your account.
6. Ship to domestic (U.S.) buyers at U.S. addresses
We do not currently extend Seller Protection for international payments and shipments. The Seller Protection Policy was developed for those sellers and buyers who want to limit their risk. We give sellers and buyers the opportunity to be protected from chargebacks if they follow the guidelines. Sellers or buyers who decide not to follow them make the decision to take on risk and will be held liable for any chargebacks."
